Construction FAQs
The project includes construction of a new Advanced Water Purification Facility (AWPF) at 30800 Agoura Road in the City of Agoura Hills which will produce high-quality purified recycled water. The project also includes a new network of pipelines that will bring untreated water to the AWPF, deliver treated water to the Las Virgenes Reservoir, and include additional supporting pipelines needed to connect the overall system. Once completed, the Pure Water Project will provide a reliable local water supply for communities throughout western Los Angeles County and eastern Ventura County.
The Advanced Water Purification Facility (AWPF) is a new facility that will treat recycled water to higher standards. This new facility is a critical component of the Las Virgenes-Triunfo Pure Water Project, which will improve water quality, reduce reliance on imported water, and create a more drought-resilient local water supply.
Construction began in Spring 2026 and will continue through Fall 2028, followed by pipeline and facility testing through Winter 2029/2030. Operations are expected to begin in Spring 2030.
Residents and businesses may experience construction noise, dust, vibration, traffic delays, and temporary lane or full street closures during trenching, pipeline installation, and facility construction. To reduce these impacts, the project will implement mitigation measures such modified or extended working hours, using dust‑control practices, maintaining equipment to minimize noise, and monitoring vibration near sensitive areas. Advance notice will be provided for any major traffic changes or significant disruptions to help the community plan ahead.
Construction may result in traffic delays, temporary lane closures, detours, and shortterm parking or access restrictions near active work areas. Our construction team will work to maintain driveway and business access as much as possible. When limited access to homes or businesses is expected, affected properties will receive advance notification so residents and business owners can plan accordingly. Emergency services access will be maintained at all times.
